nester [7:33]: NEW YORK (AP) -- Stocks appear set to end a volatile month with a quiet day ahead of the Memorial Day weekend. Futures rose slightly Friday after the major indexes surged a day earlier.

The Dow Jones industrial average climbed nearly 285 points, its second biggest gain of the year. The big jump came as concerns eased somewhat about the health of Europe's economy after China said it doesn't plan to sell any European debt it holds.

Triple digit moves became common again during the month as investors grappled with concerns that mounting debt in Europe might upend a global economic recovery. Because of those worries, most of the big moves during the month were drops. The Dow has fallen 6.8 percent in May.



nester [7:34]: BANGKOK (AP) -- Oil prices rose to near $75 a barrel Friday in Asia as investors set aside worries about the European debt crisis and focused on rising stock markets and improving economic data.

Benchmark crude for July delivery was up 18 cents at $74.73 a barrel at mid-afternoon Bangkok time in electronic trading on the New York Mercantile Exchange. The contract on Thursday leapt $3.04 to settle at $74.55.

Earlier this month crude prices were as high as $87.15 a barrel, before they were dragged down by worries that Europe's debt crisis could undermine the global economic recovery.



nester [7:35]: PHILADELPHIA, May 27 (Reuters) - White House adviser Lawrence Summers defended the economic policies of the Obama administration on Thursday, saying they had prevented a depression amid the worst financial crisis since the 1930s.

Delivering the annual Templeton Lecture at the National Constitution Center, Summers said there is a legitimate role for government to play when markets fail to function normally, as they did in late 2008.

The director of the National Economic Council cited federal economic stimulus measures such as the Wall Street and automaker bailouts, as well as health care reform, and proposed changes in financial regulation as having provided a lifeline to the U.S. economy during a severe economic crisis.



nester [7:36]: WASHINGTON (AP) -- Banks borrowed less from the Federal Reserve's emergency lending program over the past week, a further signal that credit markets are improving.

Banks averaged $4.3 billion in borrowing for the week that ended Wednesday, the Fed said Thursday. That is down from $5.1 billion last week.

Loans from the central bank's emergency lending program, known as the discount window, surged to a high of $110 billion a day during the height of the financial crisis in the fall of 2008. At the time, banks found their customary sources of credit frozen.

The Fed has been winding down its special lending programs as financial and economic conditions have been improving.

Domestic economic reports have taken a back seat to questions about whether countries like Greece, Spain and Portugal will be able to implement steep budget cuts to contain growing deficits. Nasdaq futures vs fair value: +4.50.U.S. stock futures currently trade with a slight lead over fair value, while advancing issues outnumber decliners by almost 2-to-1 in Germany’s DAX, which is presently up just 0.2%. E.On and Daimler (DAI) are atop the list of leading movers, while Deutsche Boerse and Deutsche Bank (DB) are among the worst laggards. In France, the CAC is down fractionally, though its advancers also outnumber its decliners by nearly 2-to-1. Tech stocks are faring the best; they are currently up 1.3%. Meanwhile, basic materials plays are down 0.8%, which makes them the worst performers. Britain’s FTSE has made its way to a 0.3% gain amid broad-based support. Oil and gas plays were also strong in Hong Kong’s Hang Seng, which advanced 1.7%. PetroChina (PTR) was a primary leader, but banking issues HSBC (HBC) and China Construction Bank boasted big gains of their own. Tencent Holdings was among the weaker performers. Action was much more lackluster in mainland China, where the Shanghai Composite finished flat, even though decliners had a slight edge over advancers. Financials were divided as Bank of China and China Life Insurance staged gains, but Industrial & Commercial Bank and China Merchant Bank faltered.
